Responsibilities

• Provide senior functional expertise, project leadership, and coordination for the functional design and delivery of the project.
• Provide functional advice to clients and project teams using PeopleSoft HCM functional knowledge to achieve project goals and objectives efficiently.
• Lead the analysis, design, and configuration of PeopleSoft HCM applications.
• Lead the analysis, design, and configuration of enterprise HR/Payroll systems using PeopleSoft HCM functional expertise.
• Analyze, evaluate, and prioritize potential issues and provide recommendations for resolution.
• Identify opportunities to improve the design and configuration of PeopleSoft modules.
• Lead teams of system analysts and senior functional analysts, including internal and fee-for-service resources.
• Apply quality assurance principles, practices, tools, and methodologies, including defect tracking and management.
• Provide senior technical expertise, project leadership, and coordination for testing I&IT solutions, including PeopleSoft PUM upgrades, PeopleSoft Tools upgrades, and new feature enablement/UI changes.
• Provide technical advice to clients and teams on I&IT solutions and applications to support program and service goals.
• Provide specialized PeopleSoft HCM technical expertise in testing enterprise HR/Payroll systems.
• Analyze, evaluate, and prioritize potential defects.
• Identify opportunities to improve testing quality and efficiency.

Experience and Skill Set Requirements

• Significant knowledge of Human Resources and Payroll business functions, particularly as they relate to Oracle PeopleSoft 9.2+ HCM applications and integration points, including Fluid, PUM upgrades, PeopleSoft Tools upgrades, onboarding, benefits enrollment, and life event management (30%).
• Experience leading functional teams through analysis, design, and configuration across the full project lifecycle (25%).
• Experience leading functional testing, system integration testing, load testing, performance testing, user acceptance testing, and payroll parallel testing for PeopleSoft HCM applications (20%).
• Experience with quality assurance principles, practices, tools, and structured methodologies, including defect tracking and management (15%).
• Excellent analytical, problem-solving, and decision-making skills, along with organizational, creativity, perseverance, verbal and written communication, and interpersonal skills (10%).

Desirable Skills

• Knowledge and understanding of the Project Management Institute's Project Management Body of Knowledge (PMBOK).
• Knowledge and understanding of Information Management principles, concepts, policies, and practices.
• Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.

Must Have

• Senior functional expertise, project leadership, and coordination experience in functional design and project delivery.
• Experience providing functional advice using PeopleSoft HCM knowledge.
• PeopleSoft HCM functional expertise in analysis, design, and configuration.
• Significant knowledge of HR and Payroll business functions related to Oracle PeopleSoft 9.2+ HCM, including Fluid, PUM upgrades, PeopleSoft Tools upgrades, onboarding, benefits enrollment, and life event management.
• Experience leading functional teams through analysis, design, and configuration across the full project lifecycle.

• Excellent analytical, problem-solving, decision-making, organizational, communication, and interpersonal skills.
• Minimum 5+ years of functional lead experience and 5+ years of QA experience.

Nice to have

• PeopleSoft HCM Functional expertise leading the analysis, design, and configuration of an enterprise HR/Payroll system within a public-sector/public-service environment.
