Senior Data Governance Consultant

Project Overview

The Environment and Protected Areas (EPA) ministry is seeking a Senior Data Governance Consultant to support the development of an operational data management system for the Digital Regulatory Assurance System (DRAS) program.

This engagement focuses on establishing governance, data quality, and KPI frameworks to enable a data-driven regulatory assurance model. This is a consulting role (non-operational), centered on designing frameworks and transitioning capabilities to internal teams.

Role Overview

The consultant will lead the design and implementation of data governance frameworks, data onboarding processes, and quality assurance mechanisms.

The role requires strong leadership, stakeholder engagement, and experience working within regulated or public sector environments.

Key Deliverables

  • Develop an operational data governance framework aligned with regulatory activities
  • Define processes to identify and onboard new data driven by policy or legislative changes
  • Establish KPIs for regulatory assurance, reporting, and planning
  • Design and implement data quality assurance and control processes
  • Create documentation, playbooks, and transition materials for internal teams

Key Responsibilities

Data Governance & Strategy

  • Lead data governance strategy, framework design, and implementation
  • Ensure data is properly identified, captured, managed, and governed

Stakeholder Collaboration

  • Collaborate with business and IT stakeholders to define data requirements and processes
  • Facilitate workshops and lead cross-functional discussions

Data Integration & Onboarding

  • Design processes for integrating new data sources based on policy or legislative updates

Data Quality & Control

  • Develop and implement data validation, quality assurance, and control mechanisms

Transition & Enablement

  • Support transition of frameworks, processes, and documentation to internal teams

Required Qualifications

  • 10+ years of leadership or facilitation experience
  • 5+ years of strong analytical and problem-solving experience
  • 5+ years of experience with systems development methodologies and SDLC
  • 10+ years of experience working with stakeholders on IT system development and governance

Preferred Qualifications

  • PMP, CAPM, or PgMP certification
  • Experience managing projects in large, complex organizations
  • Experience in digital transformation initiatives
  • Experience leading large-scale technology or organizational change
  • Experience developing business cases and communication plans
  • Experience developing information management or data governance policies

Work Arrangement

  • Primarily remote
  • Onsite presence required once per quarter
  • Must be located within Alberta
  • No travel or relocation expenses covered
